Billie Jo Streyle is a Member in the Charleston Office of Bailey & Wyant, PLLC.

In the year 2002, Billie Jo obtained her Juris Doctorate Degree from Duquesne University School of Law in Pittsburgh, Pennsylvania. While at Duquesne University School of Law, she received the Pittsburgh Tax Club Award and was an active member of the Women's Law Association. In the year 1998, she graduated summa cum laude from Waynesburg College in Waynesburg, Pennsylvania. She graduated with a Bachelor Science Degree in Business Administration in the area of Accounting and a Bachelor of Science Degree in the area of Computer Science. She also received a minor in Business Management.

Prior to joining Bailey & Wyant, Billie Jo worked as a Computer Risk Management Consultant at Arthur Anderson, LLP in Pittsburgh, Pennsylvania. She was also appointed as the Director of Personnel for the State of West Virginia by Governor Joe Manchin, III. In her role as Director of Personnel, she directly managed over seventy (70) employees. She also was ultimately responsible for approving personnel decisions to be taken by various classified state agencies. She also prepared employment policies for classified state agencies, testified at hearings before the West Virginia Legislature, and presented seminars to the West Virginia Legislature and state employees regarding personnel policies and procedures.

During her employment as Director of Personnel, Billie Jo was also appointed, by Governor Manchin, to serve on a Board whose purpose was to make recommendations regarding proposed modifications to the West Virginia State Public Employees and Education Employees grievance laws. In the year 2007, by and through the recommendations of the Board, the West Virginia Legislature abolished the former West Virginia State Public Employees and Education Employees grievance laws and enacted West Virginia Code §§ 6C-2-1 et seq. and 6C-3-1 et seq., which created the West Virginia Public Employees Grievance Board and combined the grievance procedures for state employees and education employees. In the year 2008, Billie Jo was also appointed to serve on the Unemployment Compensation Solutions Task Force by Governor Manchin. The purpose of the Task Force was to provide recommendations to Governor Manchin of proposed modifications to the State of West Virginia's unemployment compensation laws.

At Bailey & Wyant, Billie Jo has actively litigated cases in various practice areas, including, but not limited to the following: labor & employment law, general civil litigation & insurance defense, personal injury, civil rights & constitutional law, legal & professional liability, and state, county & municipal liability. She was named the first female Member in the firm. She has also been designated as the Responsible Attorney for the firm's labor & employment law practice area. In her practice, Billie Jo has represented both private and public sector clients. A few of her clients have included the Governor of the State of West Virginia, the Secretary of the State of West Virginia's Department of Education & the Arts, the Commissioner of the Division of Culture & History, the Director of the West Virginia Public Employees Grievance Board, and the Vice President and Chief Operations Officer of a West Virginia regional car dealership. Apart from providing litigation services, she also provides seminars to her clients on employment related matters, drafts employment handbooks and policies, and provides guidance to her clients on contemplated personnel decisions.

Throughout her career at Bailey & Wyant, Billie Jo has obtained numerous dismissals for her clients, at both the motion to dismiss and summary judgment stages, in Federal Court and State Court. She has attended trial on employment-related matters. She also has the following published decisions in the State of West Virginia and in the Fourth Circuit Court of Appeals: Calvert v. Scharf, 217 W.Va. 684, 619 S.E.2d 197 (2005); Merrill v. West Virginia Department of Health and Human Resources, 219 W.Va. 151,632 S.E.2d 307 (2006); Cornett Management Co. LLC v. Fireman's Fund Insurance Co., 332 Fed.Appx. 146 (2009)(Unpublished).

In her free time, Billie Jo volunteers with West Virginia Junior Achievement where she provides classroom training to high school students about the necessary skills needed to succeed in the workforce. She has also engaged in community service activities for the YWCA Shanklin Center, which provides housing to elderly, abused, and homeless women.

Billie Jo is an active member of the West Virginia State Bar. She is admitted to practice law before the West Virginia Supreme Court of Appeals, the United States District Court for the Southern District of West Virginia, and the United States Fourth Circuit Court of Appeals.

[01/05/12]  Bailey & Wyant would like to welcome its newest Associate Attorney, Nic Dalton.  Nic is originally from Point Pleasant, West Virginia.  He is a 2007 graduate of Marshall University, and a 2010 graduate of the West Virginia University College of Law.  Nic will be practicing with the firm's civil defense litigation team.
